Halal timetable
The deadline moved. The duty did not.
In October 2026, Government Regulation 40 of 2026 amended the 2024 halal regulation and pushed the end of the phase-in for cosmetics from 17 October 2026 to 17 October 2028. BPJPH, the halal agency, has said the extra time is for preparing, not for waiting.
| Product group | Phase-in ends |
|---|---|
| Cosmetics | 17 Oct 2028 |
| Quasi-drugs (obat kuasi) | 17 Oct 2028 |
| Health supplements | 17 Oct 2028 |
| Herbal medicines | 17 Oct 2028 |
| Over-the-counter drugs | 17 Oct 2029 |
| Prescription drugs | 17 Oct 2034 |
BPJPH announcement on PP 40/2026, read 30 Oct 2026. Groups not relevant to beauty brands are left out.
Three ways to meet it
- Register a recognised foreign certificate
- If a foreign body with a BPJPH mutual-recognition agreement certified the product within its recognised scope, your Indonesian importer registers that certificate through SIHALAL before the product circulates. One application per product category; the certificate must have at least 13 days left; renew within 60 days before the registration lapses.BPJPH Decree 221/2025
- Certify through Indonesia’s system
- If no recognised certificate exists, the importer or official representative applies in Indonesia. We have not read the application procedure itself, so we give no timing or cost.Unverified detail
- State that it is not halal
- A product made from prohibited materials is exempt from certification but must carry a non-halal statement. Leaving an uncertified product unlabelled is not one of the options.BPJPH Regulation 3/2026 (abstract only)
Which foreign bodies BPJPH recognises, and for which scopes, is on BPJPH’s own list (bpjph.halal.go.id, foreign halal institutions). It changes; we do not copy it here.
