Sources and method
Every rule here comes from a regulation in Indonesia’s official legal database or from BPOM and BPJPH’s own documents, read on the date above. Where we read only a summary or an abstract, or an older document, the line says so.
What each rule rests on
Who may notify a cosmetic, what an importer must file (agency letter with seven listed items and at least six months left; Certificate of Free Sale legalised by the Indonesian embassy or consulate for products made outside ASEAN; legalised GMP certificate), one product name per notifier, verification in 14 working days or 3 for perfume, a notification number valid three years, renewal no later than 30 days before expiry at the same fee, and every shade counted as its own item while extra pack sizes are not. BPOM, cosmetic notification FAQ, registrasi.pom.go.id/information/faqs. Read 30 Oct 2026. The FAQ still cites the revoked tariff regulation PP 32/2017; the amounts are checked against PP 15/2026 below.
Notification fees: Rp 1,500,000 per item made outside ASEAN, Rp 500,000 per item made in ASEAN, Rp 100,000 per kit or combination product, Rp 100,000 per change of pack size or type. Government Regulation (PP) No. 15 of 2026 on BPOM non-tax state revenue, annex, section B "Jasa Notifikasi"; enacted and promulgated 27 Mar 2026, in force 60 days after promulgation; revokes PP 32/2017 (arts. 8, 9). Official text from the JDIH BPK database, peraturan.bpk.go.id. Read 30 Oct 2026.
Halal phase-in: cosmetics, quasi-drugs, health supplements and herbal medicines until 17 Oct 2028; over-the-counter drugs until 17 Oct 2029; prescription drugs until 17 Oct 2034. BPJPH announcement "Penyesuaian Penahapan Kewajiban Sertifikasi Halal Diatur dalam PP 40 Tahun 2026", bpjph.halal.go.id, published about 21 Oct 2026. Read 30 Oct 2026. We read BPJPH’s own summary of Government Regulation No. 40 of 2026, not the regulation text, which we could not open.
Foreign halal certificates: registered by the Indonesian importer or official representative through SIHALAL before the product circulates; one application per product category; the certificate needs at least 13 days of validity left; documents include the appointment letter from the foreign company, the importer’s business number (NIB), the item list with HS codes and warehouse data; renewal within the 60 days before the registration expires; the halal label is shown with the registration number. BPJPH Decree No. 221 of 2025, official English translation (the Indonesian text prevails), Annex I chapter II and Annex II. Read 30 Oct 2026.
Products made from prohibited materials are not certified but must carry a non-halal statement, whose form and placement BPJPH Regulation No. 3 of 2026 sets (in force 23 Jul 2026). JDIH BPK database entry and abstract, peraturan.bpk.go.id. Read 30 Oct 2026. We read the abstract only, not the full regulation, so the tool states the duty and not the format.
Import approval: for notified cosmetics the importer applies to BPOM for an import certificate (SKI) under the post-border scheme, so it can be obtained before or after the goods leave customs. BPOM Directorate of Cosmetics Control, FAQ on SKI, SKE and SAS for cosmetics (2020 edition), e-bpom.pom.go.id. Read 30 Oct 2026. This FAQ is six years old and we did not read the current import-control regulation, so the site marks this line as unverified.
How the tools decide
The map turns each answer into stations: the notifier and importer documents from BPOM’s FAQ, the halal route from BPJPH’s decree and announcement, and the import approval from BPOM’s import FAQ. The fee board multiplies items by the PP 15/2026 tariff and adds three years to the date you give.
What we left out on purpose
Ingredient limits, Indonesian label content, claims and advertising rules, the Indonesian halal application procedure and its costs, the text of PP 40/2026 itself, and the current import-control regulation. We could not confirm them to the same standard today, so they are not stated.
